On the pipes it will really depend. You CAN play left handed, but you'll be heavily lobbied to just play right handed. That's been the case with all the lefties I know who play.
In highland snare drumming being a lefty is a bit of an advantage, the left hand plays with a particularly unnatural motion that right handed players have a hard time with but lefties pick up easier because of it being their main hand. Right hand technique is a lot more natural in either case.
