Yes, those people annoy me greatly, as well. Arms are individual to the armiger, not anyone who happens to have the same family name. In some cases, you might be entitled to the arms, if you're the eldest direct male descendent of the armiger, but in most cases, you'd know if you were.
I think the fascination many Americans have with nobles and royalty borders on the pathological. We're a nation of peasants; more people should accept that with pride.
