It does look to me like the hip strap pulls a bit. I had this problem with a Stillwater becasue they aren't made to measure and the 36 waist kilt was too small in the hips. My solution, and my recommendation, is to removed the hip strap and buckle. It's not necessary and you'll find that the kilt will hang better, not pull across the fron, and will drop more naturally between your legs when sitting.
I know it seems kinda scary, especially since it's your first kilt, but I'll bet Rocky would agree. I know Matt Newsome and Barb T. do. Both of them recommend not getting a third strap to begin with.
