Not tartan, but that's OK with that kilt.
The ensemble looks good together. The oatmeal hose and shirt look excellent together.
I actually LIKE the black tie with the black jacket. The only question is how the tones and sheen work together in person. A black tie is traditional with a black jacket (think "men in black" as classic suit colors).
If the colors/sheens are to different, I'd get one that matches as close as possible or get one that either matches the kilt or has a coordinating pattern.
For most weddings, the people tend to dress rather traditional (at least down here). So, I'd play it safe and wouldn't get to wild with the tie.
