I feel so lucky to have found a place to live that not only encourages kilts but pipers as well. Directly on the inner Harbour of Victoria, right across the street from the Parliament Buildings, The Royal BC Museum, and The Empress Hotel is "Pipers Corner". This corner is so named because it is reserved for pipers who wish to Busk. You know, grab your pipes, lay your Glengarry at your feet, and play away, hoping tourist will drop a few coins in appreciation.
Almost any sunny day (and a few rainy ones as well) the skirl of pipes can be heard over the traffic and roofs of my adopted city.
Hardy surprising... Victoria is the most British city in Canada.... hence the abundance of double-decker busses!
