Now that sounds like a good idea though it does run into the danger of creating a Potemkin Village.
But some kind of reward system such as refund of parking charges (<g>) or a monthly lottery (tickets free but you have to be kilted to get them) - the possibilities are endless really.

As it happens, I have just received a note from another French kiltwearer, who told me there were several kilts on the streets of Edinburgh Fridays as office workers leave for home (or for the nearest celidh, perhaps?).
