I've made 6 of these. On two I tacked on four I didn't.
You pick. I personally vote for not bar- tacking the over-apron down, but instead, just running one line of stitching along the pleat edge, about 3-4 inches down from the waistband. However, if you sew the waitband strongly, that'll work just fine.
