Other than the Batman issues mentioned previously, I'm aware of one supervillain who is always kilted -- Kim Possible's enemy, Duff Killigan, who wears a red and green great kilt, and uses explosive golf balls as his primary weapon.

I dunno about a 'Super Hero', but in 'The Black Island', Tintin spent the latter half of it kilted, albeit in a borrowed kilt.
