Maybe the band was a rock band, no self respecting pipe band would wear it.

What if they were Welsh? (that wasn't a jab at the welsh... it was pointing out that they have different warp/weft tartans)

The guy selling it was unloading dozens of items from his late father's collection. Apparently he collected all kinds of band paraphernalia...kilts, jackets, drums, belts and buckles, just about anything you can imagine. This was the only kilt that wasn't identified by name. It is pleated to the stripe as you would expect in a vintage band kilt, and has a very nicely tapered front apron with a heavy double fringe.
I thought that those odd thin black stripes might indicate that it wasn't a "real" tartan.
Still, it will make a good hiking kilt. And if it has no official name I can call it anything I want! MacTrafficCone is pretty appealing, I must say.
The school colors hypothesis is one I considered. After looking at it for a while I realized that the blue and orange combination was disturbingly familiar.....OMG! I've bought a University of Florida kilt!!
