It's basically a tails coat without the tails.

I've been to many of the thrift shops around and they were no help. Neither was the local Burlington coat factory. So, it looks like a jacket is out. If I were to just get a vest like the one pictured, and where it with a solid black tie, would that be appropriate?

Actually a waistcoat is not acceptable for semi-formal, except under a jacket. If the rest of the gentlemen guests will be dressed in jackets you would definitely be underdressed and unless the invitation says casual, jackets and ties are probably called for.

How about a rental jacket for Saturday and save for an Argyll to wear later? Also check out J Higgins. Their jackets are reasonable and he probably has stock.

George Bernard Shaw, though often attributed to Churchill.

I found this Vintage Bronze Black Fleck Waist Jacket in size 46 on e-bay...It's not really a formal, but could be considered a decent collectors item:

Well...here is the finished product using the jacket ordered by uniformalwearhouse. The jacket cost me $40, with $5 for the buttons. Not official I know, but not bad in a pinch.
