OK not sure if I remember this correctly but I have a hazy recollection of Peter saying that it is called pleating to the strip.

OK I said I would post pics of the tartan garter ties that Peter did up for me, as the elastic flashes seem to be digging into me quite a bit this type has become my new favourite and I will be switching all my flashes over to garter ties.
