It is really personal choice. If your outfit is fairly simply detailed (not a lot of bling-bling and accessories) I think a fancier belt can look really nice. If the outfit already has a lot of bling-bling and accessories, then you may want to temper the belt and leathers a bit so as not to appear cluttered and "busy".

I personally would suggest not wearing a belt that looks so unusual that it distracts from your kilt!

Like that could happen .
Bryan the only thing I've heard re belts for formal is don't if wearing a waistcoat. I say wear it if you choose.

Are belts necesary for wearing the kilt? I don't own either a belt nor sporran, though I plan to get them sometime.

To me, a kilt looks "naked" without a belt or sporran, but that's just me.

A traditional kilt doesn't look quite right without the sporran; while modern kilts look okay without one, a trad kilt just seems to need the sporran to keep from looking skirty.

Well, I have a Sportkilt. Now, I now it's not "traditional", but it is more casual and all I could afford, but is wearing a belt necesary for those? I'm trying to get some things straightened out so I don't look like a fool or anything.

I believe Matt Newsome describes belts as a optional item. A well-fitted kilt should stay up on its own, with the straps on it. The sporran, on the other hand, is needed to store things!! 
For my part, I doubt that I could keep a kilt up without a belt
