That is a handsome cilt you have there, Tom. I am sorry to learn that you had some disappointment with it, but it seems Celtic Croft have done the right thing by you.
From your description of the flashes and your mention of the embroidered dragon, I am prepared to bet that the cilt and flashes were actually made by the Wales Tartan Centre back here in the United Kingdom. In fact, looking at their website, I see that they are indeed made in Wales! The flashes I received with both my Brithwe Dewi Sant and Edwards kilts from the WTC were as you describe and I had to 're-elasticate' them!
