Interesting point. Do you think it's just a mobility thing?
For example, If men would wear very loose fitting garments on our lower body, rather than just the kilt, would the response be the same?
How about "Hammer pants"?
I suspect that it may have some to do with anatomy as well. I could be wrong. A matter of men protecting tender parts. Not sure. I'd like to hear other ideas as well.
