The Colonel thing is kind of a mixed bag. If it is given to someone who lives out of state, it is usually for doing something worthwhile. If given instate it almost always means nothing (a friend's wife got him declared a Col for his birthday a couple of years ago, and all it took was finding an existing Col to sponsor him).
