The second strap isn't necessary at all but it is part of a traditional 8yd. tank. I only have two straps on my Newsome 4yd. kilt but three on my Lochassynt tank. I'll stick with two straps on any other 4 or 5 yd. kilts I get but I'll also stick with three straps if I ever get another tank.
