    I don't have a clue but I did just run across this video on youtube of the band, and the pipers are wearing a different tartan all together

    That's the new band under the Hong Kong SAR government; you can see the different badge on the pipe banner. The Isle of Man tartan was used by the Royal HK Police Pipe Band (pre-1997 handover); my apologies for not clarifying that in my original post.
