For me, the high formal wear is the PC.

I don't see any divergence, other than the fact that some people will wear anything to anything. In the pants world I see the same thing. At the recent televised Oscars - which is supposed to be formal - I saw everything from blue jeans to tuxedos. From my viewpoint, this is true world-wide, not just on this side of the Atlantic.
