First of all, from both southern US coasts!
My first two kilts are UKs. They were a great way to break into kilts; made me want more. They are measured to wear at the hips like jeans.
It felt a bit weird to belt on a more traditional kilt at the waist (about the belly button), but it feels as though the bottom of the belt hits about where the UK starts, so I got used to it pretty quickly.
I definitely recommend a sporran belt over chain. Unless you have a formal event to go to (which I don't) you won't need a chain. The belt is definitely easy to adjust. I got so used to a sporran and belt, I was wanting to wear one even with jeans. But I haven't gotten that brave yet.
