A gentleman could get a long Arabian style robes in white or black with an appropriate matching headgear. Then he could make a grand entrance at the ball with his dazzling desert bloom at his side. Once there he would sweep off his robes to reveal the dashing highland attire beneath (or one's stylish tuxedo if a James Bond vibe is preferred).

Rather than a whole separate attire-or even a PC, I think that this is an occasion where just a ghillie shirt might work. It's neckline is similiar to that of the thobe worn by Arab men.

You could always wear a robe over the outfit for a real desert look!
