I travel in a PV kilt and haven't had a problem. I don't know what I am doing different.

Can't offer any advice on the pleats but as a "hippy" female I long ago learned the trick with airline seat belts. Prior to sitting down, pull the adjustable end out as far as it will go. Flip both ends of the belt outward, over the adjacent armrests. Then when you sit, they are waiting to be flipped inward and over you for fastening.
