I know this has been discussed elsewhere.
I would think that because the waist band is at the top, and therefore represents only the tightest portion of the fell, it would be unnecessary to undo it. Simply fasten the kilt as tight as is comfortable, and let the loose fabric naturally find the proper amount of taper, which you can then sew in.
