It is a great idea! It lends itself to literally hundreds, if not thousands, of patterns one could use, especially if you used a slightly thinner weight yarn, such as sock yarn, with the thinner weight of store bought kilt hose. I've knit something similar to this for boot toppers in Fair Isle patterns as well as chunky solid color knit ribs.
