Actually, there are now locks widely available at least in the US, which allow one to lock one's luggage, but have ameans for TSA personnel to unlock them. I realize that this depends on the honesty of TSA people, but since a presume a rash of complaints would be focus on a small number of suspects, most would not take the risk.
