The level of security you experience in the airport is dependent on the person who is tasked with it. One person may go by the book, while the next is more lax in their interpretation. who ships what would normally be his checked luggage via FedEx to his destination. He then picks it up when he arrives (he still takes a carry on bag with him.)
Actually, there are now locks widely available at least in the US, which allow one to lock one's luggage, but have ameans for TSA personnel to unlock them. I realize that this depends on the honesty of TSA people, but since a presume a rash of complaints would be focus on a small number of suspects, most would not take the risk.
