    Personally my rule of thumb is a sweater is left un-tucked, and there is no need fro a belt underneath, it just adds unwanted bulk. Of course as others have said it does really depend on the how bulky the sweater is, I have been known to wear a mock neck type sweater tucked in. So to make a long story short, it really is up to you.

    In regards to tucking or not, sometimes you don't have a choice. One of the pipe bands I'm a member of has a winter uniform consisting of commando-type sweater and underlying turtleneck, all of which gets tucked into the kilt, in addition to any undershirts, thermals, underarmor etc being worn, I'm sometimes hard pressed to even buckle the kilt. The belt and sporran chain have to be adjusted as well, I personally have multiple belt setups depending on which uniform in which band I'm wearing.
    Untucked is not an option, we wear horsehair sporrans with no pouch so have to wear a summons pouch to carry essentials on our belt, plus some members being firefighters feel the need to carry multiple cell phones, radios and water bottle carriers, so if untucked we look, well, lumpy.

    I don't wear sweater vests, but if I did, I would leave it untucked and go sans belt.

    My thoughts as well.
    I can add though, as to sleeved sweaters, it depends for me whether or not I'm wearing anything topside underneath; if I am, the sweater stays out - if I am not, then the sweater gets tucked (even my fullweight commando styles).

    I would say that your band is the exception that proves the rule. Because belts are a requirement in your case, your sweaters wouldn't be worn untucked; they have to be tucked in to facilitate wearing the belts.

    Like others, I have a couple of tight sweaters that I wear tucked in; the rest are worn untucked sans belt. If I had a sweater vest (haven't found one at a good price yet), I would wear it untucked without a belt.
