My normal answer is:
"Yes, but only my hands" - which is true.
Last Saturday I was asked if ny knees weren't cold?
Here I answered that you never feel cold when wearing a kilt. Everything is in kind of balance.

I use the 8 yds of wool answer. Although I may start using "I'm wearing enough wool to knit a sheep. Why would I be cold?"

My business partner is coming in from Reno for the weekend, and is excited to wear his kilt (his wife has forbidden it at home). He did ask if it was going to be too cold to wear it, though. I asked him if he didn't think kilts were warm. He said he didn't know. I mentioned that Scotland is not known for it's tropical weather, and that we'd be fine. He told me he wasn't Scottish. I didn't know whether to laugh or to cry.

I'm a naturally warm guy, so even before I wore kilts I got that question a lot because I'd be in a t-shirt and shorts when it is snowing. In fact, most of the time they pay less attention to the kilt and more attention to the lack of a coat, sweatshirt, or other reasonable winter clothing. (for the record I have a heavy winter coat in my closet that I haven't worn in years. My mom bought it for me when I was the 8th grade so she would be legally covered if I froze to death)
One of my favorite responses to people questioning my sanity is to say "you think that's nuts, look at this" and pick up a nice chunk of snow and rub it all over my bare skin. It actually feels nice, and it definitely gets some fun reactions.
I also like when they phrase the question as something along the lines of "why aren't you freezing?" to which I reply "well, first of all, because I'm a man..."
And when they ask about the kilt specifically, I often explain about how warm wool can be, and how kilts can have so much more material, and the whole mitten effect, but I also have to point out that I'm not wearing one of those kilts.
