I agree, it looks a lot like a variant of the Mess Jacket I used to wear in the Navy. It would make a handsome formal jacket to go with a kilt.

I do agree that what he calls a waist coat is what we used to refer to as a "bum-freezer". To many of us, a waist coat, (or weskit) is a vest. Be sure to post pictures!
