Why not? Many tuxedo shirts have pleated fronts. And the Prince Charlie jacket is the Highland dress equivalent of a tuxedo. So, why not?
For black tie dress, shirts may either pleated or piqué, per personal taste. The same will work with a PC jacket, in my opinion.
