I think the problem is that these kilts are all Military rise, while most of us are used to seeing a Civilian rise. Therefore there seems to be more space between the sporran and the belt.
As for the shorter gent being able to get on a horse I have no doubt that he could, I'm not the tallest guy in the world but I've had two horses and have never had a problem getting on a horse, and no I do not use a block and tackle. I'n fact I've seen disabled children get on horses so again no doubt that this gent could indeed get on his horse.

When I was a disabled child, I got on and road horses from time to time. I was a lot shorter than I am now, but I never did it in a kilt. 
I do think they had to use a block and tackle to get Henry the eighth of England on a horse, though.
I tried to ask my inner curmudgeon before posting, but he sprayed me with the garden hose…
