At about 6" for the sett, it could go either way. If you pleated to the stripe, pleats would be 2" across with a 1" underfold on each side. That's small, but OK. For a medium size guy (40" hips), that would give about 10 pleats across the back. If you pleated to the sett, you'd have a pleat every 1.5 setts, or every 9". Each pleat would be 3" across with a 1.5" underfold on each side. For the same size person, you'd have about 7 pleats.
If someone would be happy with either size pleat, I'd do a test pinning to see which I liked better. For this particular tartan, there aren't any pesky clusters of little stripes in either of the main blocks that might disappear if the pleats taper much, so either one would work.

It has a nifty little table on page 18 that outlines pleating options for box pleated kilts for different sett sizes, which can be useful if you're thinking about pleating for a kilt even if you aren't planning to make it yourself.
