    The Drum Major screwed up. And it's my guess, given the suspension that led to his resignation, that this might not be the first time.

    Before burning your Cleveland FD t-shirts, ask yourself this simple question: When leading his pipe band in a parade, should any Drum Major wave to a member of the crowd? Don't try to come up with some sort of "special circumstances" parsing, just answer yes or no.

    So you wouldn't wave at just anybody... does that mean (as it did in the instance of the inaugural parade) that if you were told not to acknowledge someone while marching you'd ignore the instructions and do it anyway?

    As to "Who's parade is it?", it is the organizer's parade, and participants are expected to abide by the organizer's rules.
