It's likely a traditional 24" kilt worn at his pants waist which would appear to be under his belly. Raise the kilt waist up to his rib cage and it will be jsut about right normally.
It also appears that this photo is covered under the American St. Paddy's Day Dress Code

I avoid "dress code" drinking establishments, but be that as it may, this would have been my exchange with said "bouncer:"
Bouncer: "You wearing anything under that kilt?"
Me: "How warm are your hands?"

I think everyone needs to step back and take a deep breath
Newcomer jpo had a bad experience at a business establishment from one of that establishment's employees.
Before everyone gets too excited I have a couple of questions.
Has jpo contacted the management of the establishment?
What was their response?
Unfortunately there are bad employees and simply poorly trained employees out there. I would be very curious to see what the manager's has to say about the incident.

When I can or am aware of the type of bar it is, I try to stay away from the "Paddy in a Box" type bars. The ones that "say" they are "Irish" or "Scottish". 99 times out of 100, they are just a sports bar with a lot of green accessories and a really crazy St. Paddy's Day party.
We have one here in ATL called the Loafing Leprechaun that falls into this category, IMHO. Everyone who was at that kilt night can surely vouch for this

When they first opened (their first 2 or 3 locations), they WERE Irish. They had Irish music every weekend and I had kilt nights there at least 1 night (if not twice) per weekend. Sometimes, we'd go from Kildares West Chester to Kildares KOP in 1 night. They 'imported their bar' from Ireland. They got all of their decorations from Ireland. They had an Irish Chef.
Then, just like most 'theme' bars, they stopped having Irish music every night and it became every Friday. Then Twice a month... then none. They now cater to the 'college crowd' of cover bands and DJ's.
Do I LIKE that they changed to cover bands? No. Do I know WHY they did it? Sure... $$$. You can't fault a business for wanting to follow the money.
Do I still have parties there and host kilt nights there? No.

On a good note...
I decided to visit Mulligan's Pub on 2nd Ave., here in Nashville. Never been there because it is surrounded by 'honky tonk' bars on Broadway. Anyway, while I was standing there waiting for my pint, I struck a conversation with the manager. "So, tell me about your Pub...?" He explained that they play only Irish music, as well as live Irish and British bands. ***
Too boot, the manager actually said, and I quote: "...And we definitely accept traditional dress"...as he nodded towards my kilt. +2!
Thought this might soften the recent blow.
