Who's parade is it?
So you wouldn't wave at just anybody... does that mean (as it did in the instance of the inaugural parade) that if you were told not to acknowledge someone while marching you'd ignore the instructions and do it anyway?
As to "Who's parade is it?", it is the organizer's parade, and participants are expected to abide by the organizer's rules.
