Since I have a few gents probably renting kilts for my upcoming nuptials, I've already told them that undergarments are to be worn in a rental, and I used many of the same arguments here to convince them. (not surprising, the "you don't know where those have been" argument worked the best)
Now I can definitely see where kilt rentals would be even more at risk than tux rentals, as the percentage of kilted weddings/events that are alcohol free are probably much much lower than tux events that are dry. And when there is an open bar, all the beer drinkers become whiskey drinkers without any of the practice or tolerance. Add that to a complete lack of undergarments, and you have the taxi cab driver's story.
Of course, now that I can share some of these stories, I might be convincing some of the boys to buy rather than rent
