belt loops and belts
If your kilt has belt loops in the back they are for the sporran belt/ chain not the "main" belt.
As others have said the sporran belt/ chain should be adjusted so that it "sags" under the main belt to "provide coverage" with the rule of thumb being a hands breadth between the top of the sporran and the bottom of the main belt.
The story changes if you are using "sporran hangers"
