It's a structural issue more than a fashion issue. A kilt jacket is cut short so that it doesn't interfere with the swing of the pleats. If you wear a "standard" jacket with a single vent in the back (most North American jackets), it WILL get caught in the pleats.
The jacket is also cutaway to accommodate the sporran.
As far as fashion is concerned: A kilt's waist is located much higher that a pair of trousers, so when a "standard" jacket is worn with a kilt it looks as if a boy raided his father's closet!
