    I'm glad that the captain was freed. But I would like the other 250+ hostages of piracy to be freed as well. I think that this problem is a little more involved than some would like to admit.

    Check out the Marque and Reprisal Act of 2001. It never became law, but it is interesting.

    Because the United States was not a signatory to the 1856 Declaration of paris, Congress still has the power to issue Letters of Marque.
