I don't know how they got your address. Sialkot is the centre of the Pakistani kilt and bagpipe industry, though. Just near the Indian border in the Pakistani half of the Punjab. There are lots of firms there in that business, maybe 200 in all. Originally, they or their forebears supplied the British Raj.
All the ones I have come across only sell wholesale (unless you visit them in Pakistan!), but you will be surprised at the cost of a dozen kilts. I have been tempted myself to buy a dozen and resell them on eBay. I know where to find something similar to what you can buy retail for $30-60, and can get them for $15 if I buy a dozen. That wasn't the particular firm that spammed you, though. I never heard of them.
