If the woman had asked, "So, what's with the kilt?" or, gesturing in the direction of the fellow in the kilt, "Is there another sort of convention, too?" she would have given no offense. Instead, she was insensitve at best, and condescending at worst, with the question she posed to someone who might have had any number of connections to Scotland that may not have been immediately apparent, but she could have found out, assuming she was really interested and not just a busybody.
She did not ask if anyone was pretending to be a cowgirl, or acting out the opening scene from Act II of Oklahoma!
