I am quite angry at all the terribly rude responses you're all coming up with. Meinfs has told you what she said, but it seems to me that you're all responding with your gut and not your brains.
Let me clarify.
The lady saw something going on and asked what event it was. She was told Square Dancing. Do I have to remind you what square dancing is? Or what square dancers wear? And there in the elevator was a gentleman dressed in a kilt. You tell me what she was supposed to think? How would this woman know of Meinfs personal daily choice?
Personally, IMHO, you all owe this woman an apology.

Not at all. Since everyone else was pretending to be a cowboy or cowgirl, the gentleman in a kilt would be standing out from the crowd. Seems like a fair question actually.

If the woman had asked, "So, what's with the kilt?" or, gesturing in the direction of the fellow in the kilt, "Is there another sort of convention, too?" she would have given no offense. Instead, she was insensitve at best, and condescending at worst, with the question she posed to someone who might have had any number of connections to Scotland that may not have been immediately apparent, but she could have found out, assuming she was really interested and not just a busybody.
She did not ask if anyone was pretending to be a cowgirl, or acting out the opening scene from Act II of Oklahoma!

It was not a question but a statement, and very insulting at that. The resulting responses here are are approriate and equal to the the original comment save for one. A man who feels the need to hit a women is no man at all. Joking along those lines is in bad judgement. If Meinfs got no appology from her why would she deserve one from me?

Please, you weren't even there and have no idea on how she asked her question. I'm providing you with the context of why she would ask her question. You are all jumping to the conclusion that she was insulting the gentleman without giving her the benefit of the doubt based on the situation she was observing. But, your responses to her SUPPOSED insult are leaving no doubt whatsoever of your rudeness. IMO, Meinfs, while feeling insulted, responded better than any of you.

She didn't need to. She asked what was going on and was given an answer. It was the gentleman in a kilt that needed the explanation.
Btw, I'm not saying she couldn't have phrased her question better, however, it does not deserve the rude and insulting responses given here.
