It's a nice thought, and a good look, but - if your tartan already contains a white overstripe, couldn't you just replace the white with the retroreflective yarn?
Interesting evolution... and I kind of like the tartan. I'd be interested in adapting it for my bicycle commuting.

I could certainly see SportKilt doing this for the HASH runners.
