Both are true. Tartan Day was celebrated first in Canada, but was not officially celebrated in the U.S. until considerably later. A resolution was first passed by the Senate in 1998 and followed by a House bill in 2005.

Some people consider 20 years a generation. (I personally thought the standard was 30, but someone else recently told me otherwise) So that's what I'm basing the statement on.

Twenty years is the standard for a generation in America, hence the baby boom generation (1944-1964).
