"The Bald Eagle Protection Act prohibits the take, transport, sale, barter, trade, import and export, and possession of eagles, making it illegal for anyone to collect eagles and eagle parts without a permit. The Act was amended in 1962 to include protection for golden eagles."
As I read this, one should probably avoid eagle feathers on this side of the pond, no matter where they came from.
