A flashback to the Edinburgh gathering, note that the Lord Lyon also wore a business suit on that occasion. This is obviously the public image which he chooses to present. The Lord Lyon is an officer of the Scottish Courts and attended both the Border gathering and the Edinburgh gathering in his official capacity. Having myself served in the lower Scottish Courts (District, Magistrates, or Justice of the Peace courts) for many years I wore a business suit, it was only within the final six years of my court service that I increasingly began to wear a kilt to the office and in court and even then it was almost always a solid black kilt with black hose, white shirt, black tie and black Argyle jacket, and on a very rare occasion a Black Watch kilt. Anything which favoured one clan or locality would have been unacceptable.

I agree entirely - my point exactly. Even if he wanted to, he just couldn't do it.
