For a "pleat to the sett" guy I do like the contrast that the double red stripe pleating would bring to the mix, red in back and green in front (kind of like a social stoplight of sorts), but I am beginning to lean toward the crowd's general feeling that "to the sett" would likely be most aesthetically pleasing to the eye in general for this tartan.
And as far as the number of pleats are concerned you could always throw more fabric at the issue ,although that does make for a somewhat **** heavy kilt in the long run.

Double red.
Just imagine how the under-colours will flash! That's way more pleasing to the eye.

DixieCat beat me to it.
One of the considerations in pleating decisions is how the pleats will swing, open and close when the wearer walks. I think the bright yellow stripe "flashing" as the pleats move would be most appealing. Would it be possible to pin up the tartan that way and then hold it up and wiggle it some? That would give you some idea of how it will look in motion.

I usually like pleating to the stripe, but in this case I think that it takes too much out of the pattern, and that it would look better pleated to the sett.

I own two kilts in Hunting Mackintosh and they are both pleated to the sett. My opinion is it looks great that way, given the sett of the tartan. If you're really into pleating it the stripe, the yellow stripe looks pretty good, but it's really hard to tell until you walk in it!

I had exactly the same thought, but about pleating to the yellow stripe, with flashes of (double) red!

I suggest pleating to the sett. The tartan has such a large sett that I think you miss out a lot if pleated to the stripe.
