Hackles are noth the same as feathers denoting an armiger or a chief. Hackles are traditionally worn my soldiers, especially bandsmen, as part of a uniform.

These are hackles, which are a bunch of small feathers:

'Feathers' are long (~12") and are worn 1, 2, or three behind the cap badge.
