It is my understanding that clan members "swear loyalty" only to the clan chief, not the clan. The chief is concerned with the other subject you bring up, as well as, deciding which tartan is the clan tartan.

Just for the record, I prefer to not use the term "Kilt Police," out of respect for Police officers.
