    The jacket looks to be tweed, not sure about his vest. However,I think you could say with the right combination, it would work.

    One reason why you more often than not see a jacket and waistcoat that match is because it's a no-brainer. Of course it's going to look good.

    But this doesn't mean that non-matching waistcoats cannot look splendid as well (as we have seen with the picture here). But you do have to have an eye to coordinate the colors and patterns. Not everyone does, admittedly, so matching is a safe choice.

    However, if you are feeling brave, why not step out of the box and try something different!

    I think it could work. While not a kilted picture here I am wearing a simple patterned tweed jacket with a more elaborate patterned Harris tweed waist coat and I think they compliment each other.
