I'd say that as far as an outfit goes go for the highest quality kilt you can afford. I know it may be a stretch but if you can go for wool, it looks better and lasts longer than the alternatives. I'd recommend the following if you can swing it. Wool from Burnett's and Struth casual kilt sale, Irish tartans:

Cost: $199.00
Much of what you wear with the kilt you may already have, dress shoes a shirt etc.
Next comes the sporran I'd say for a starter you could do worse than a sporran from Stillwater kilts

After that hose would be a consideration for a good pair of inexpensive hose I recommend WBrewin

So for a total of
$220.32
you could have the makings of a wonderful kilt outfit, Sgian Dubhs, garter ties, and bonnets can all come later if you so wish. I hope this helps. You might want to look through the 1 kilt 10 looks thread here it shows how versitile the kilt can be.
