I'd say it's fine. I need one of my kilts tightened as it once did fit on the tightest strap, though now it even falls past my hips whenever I put it on!

The good news: You can move the buckles so the kilt can accommodate even larger waist and hips, if you gain a bunch of weight. It is usually easier to make a kilt smaller by moving the buckle and belts, but the straps look like they were positioned a little farther towards the center back than what I do.
You will enjoy this kilt for quite a while.

Yep, what Wally said!!
I had an IoS arrive from Scotland, and it had the buckles moved from a 38" to a 36"...done by the kilt maker. It feels and looks great.
I'd say your kilt isn't bad looking at all. Listening to too many words of wisdom can, sometimes, drive one batty. Just wear it and don't think about the size. Have fun in the new kilt!!!
Oh, Wally is making a kilt for me as we write.

Looks good to me. I agree with Rocky, as my understanding is that at the loosest setting the front apron edge should be at the edge of the reverse pleat (therefore NOT showing the under apron), which means at its tightest setting there will be some overlap of the front apron with the first pleat or two behind the reverse pleat.
I have two kilts which have had the buckles/straps moved in to tighten up the kilts and they have a tad more overlap than original and still look great---just makes it a bit tougher tightening up the straps as they are further around toward your back with the wider front apron causing me to twist around to get things all hooked up.
Go with it as is, unless it doesn' fit, in which case ask the kiltmaker to adjust it as needed. Looks great.

Update with numbers
Update
The following are rough measurements by me so there maybe some differences with the kilt maker. The front apron is large; 21inches for a 34.5 waist measurement, while the pleats are at 18inches these are all at the waist measurements not the hip split measurements. The split measurements are a kilt makers own art and I like a slightly large apron… but these measurements come out to 39 inches and even with a +/- of 3 inches on the final number, this is not a 34 ˝ inch made kilt.
Just an update. Still talking with retailer and kiltmaker.

The front apron does seem a little large, maybe 3" too big? You say you like a larger apron, did you ask for a larger apron?

Since it's a SOLID, fixing the front apron should be RELATIVELY easy (compared to tartan). Ask to send it back to the maker and have them take 2 inches or so off the 'fringe side' of the apron and re-set the buckles to your measurements. That should fix it.
